National Energy Income: non-repayable subsidies for domestic photovoltaic systems

The National Energy Income Fund (REN) is officially active: a great opportunity for households that want to install photovoltaic systems for self-consumption. The Fund, with an initial endowment of EUR 200 million, is managed by the Gestore dei Servizi Energetici (GSE) on behalf of the Ministry of the Environment and Energy Security (MASE).

Who is eligible?

Entitled to the incentive are natural persons belonging to private households:

  • with ISEE less than 15,000 euro;
  • or less than 30,000 euro if with at least four dependent children.

The contribution is one-off, usable once per household. The installation must be realised at the main house (stacked in group A, excluding A1, A8, A9 and A10) where the beneficiary resides and for which possesses a right in rem (ownership, use, usufruct, habitation, etc.).

Allocation of the Fund

The 200 million fund is divided as follows:

  • 80% reserved for Southern Regions (Abruzzo, Basilicata, Calabria, Campania, Molise, Apulia, Sardinia and Sicily);
  • 20% to the remaining Regions and Autonomous Provinces.

What kind of installations are allowed

The photovoltaic system must be:

  • of new construction;
  • with power between 2 and 6 kWbut in any case no more than the committed off-take power;
  • dedicated exclusively to self-consumption;
  • not already present on the site;
  • not aimed at complying with regulatory obligations (such as those of Legislative Decree 199/2021).

How much does the contribution cover?

The non-repayable contribution covers all eligible costs for the construction of the plant, up to:

  • Fixed fee: € 2.000
  • Variable quota€ 1,500/kW installed

For example, for a 4 kW system, Euro 2,000 will be paid, plus Euro 1,500 for each Kw, for a total of 2,000+(1,500X4) = € 8.000.

Services included in the contribution

The turnkey formula also includes:

  • Multi-risk insurance policy of at least 10 years;
  • Scheduled routine maintenance (3rd, 6th and 9th years);
  • Remote Monitoring Service of the plant's performance.

Excluded from the contribution:

  • storage systems,
  • charging stations for electric vehicles,
  • existing facilities or upgrades (however, these may be carried out at the expense of the beneficiary).

Who can install the systems?

Only companies that meet the requirements of the regulations, such Actorsaccredited with the GSE and qualified according to:

  • DM 37/2008;
  • Legislative Decree 28/2011 (with compulsory technical update).

How to apply

  1. Registration of the Beneficiary and the Implementer on theGSE Customer Area
  2. Sending the request to access the facility via the GSE platform before the plant is built.
  3. GSE evaluation within 60 days of the request (suspended in case of additions).
  4. Within 12 months, the system must be installed and connected; within 60 days of commissioning, the grant application.

Disbursement takes place in a single solution directly to the Implementing Party, within 30 days from final approval. 

Timing

  • 12 June 2024: opening the Register of Achievers
  • By 24 September 2024opening of the platform for the submission of applications
