PNRR funds for Photovoltaics and Storage in SMEs: applications start on 4 April

As of 12 noon on 4 April 2025 and until 12 noon on 17 June 2025small and medium-sized enterprises will be able to apply for grants under the Measure 7 - Investment 16 of the NRPfor self-generation of energy from renewable sources, with a focus on installations photovoltaics, mini wind turbines and storage systems.

The measure is promoted by the Ministry of Enterprise and Made in Italy and regulated by the Directorial Decree of 31 March 2025. Applications should be submitted online on the platform of Invitaliawhich will publish the necessary forms on its website well in advance.

Who is eligible

The following are eligible SMEs operating throughout the countrywith the exception of those involved in the following areas:

  • Industry carboniferous;
  • Primary production of agricultural products, fisheries and aquaculture;
  • Production or use of energy from fossil sources;
  • Industries at energy-intensive or high CO₂ emissions.;
  • Production, rental or sale of polluting vehicles;
  • Waste Management;
  • Production or treatment of nuclear energy.

Compliance with the principle is also required DNSH (Do No Significant Harm)according to Article 17 of Regulation (EU) No 852/2020.

Eligible Expenditure and Purpose

The measure finances investment programmes that include:

  • Installation and Commissioning of installations photovoltaics or mini wind turbines for self-consumption;
  • Behind-the-meter energy storage systemsprovided that at least the 75% of energy generated is self-consumed;
  • Purchase of digital technologies strictly related to the operation of the facilities;
  • Execution of ex ante energy diagnoses.

Installations must be made on existing buildings o appurtenant structures serving the business, with production destined exclusively for self-consumption of the production unit involved. Any excess can be accumulated, sold in self-consumption configurations or fed into the grid.

Contributions, percentages and thresholds

Eligible expenses must be between 30.000 € e 1.000.000 €.

The maximum contribution percentages are:

  • 40% for micro and small enterprises;
  • 30% for medium-sized enterprises;
  • 30% for investments in storage systems;
  • 50% for the ex ante energy diagnoses.

The total budget is EUR 320 million, broken down as follows:

  • 40% reserved for southern regions (Abruzzo, Basilicata, Calabria, Campania, Molise, Apulia, Sardinia and Sicily);
  • 40% reserved for micro and small enterprises;
  • Any unallocated resources will be redistributed according to ranking.

Methods of delivery

The incentive will be provided by Invitalia in up to two tranches:

  1. First tranche: on reaching at least the 20% of eligible investmentthrough purchase invoices;
  2. Ending balanceto complete the investment.

Facilities cannot be cumulated with other State aid for the same eligible costs, but may be can be combined with instruments that do not qualify as State aidwithin the limit of 100% of the costs.
